By the way, you can watch the Warsaw Security Forum panel with Barth Eide, Miliband, Sikorski, and Wadephul here.
‘We are facing a really testing period’ on Ukraine, Russian hybrid warfare, UK’s Miliband says
UK’s Miliband is next.
He draws on his family’s history, saying his mother found refuge in Warsaw during the second world war, and he had “an amazing visit” to the Jewish Historical Institute this morning where he saw documents about his family’s history.
“It is a reminder of what war means for the ravaging of people’s lives and the uprooting of people’s lives.”
But he then moves on to Ukraine as he says:
“I think our job is not to be analysts, but to lead. We are four and a half years into this warm and the truth is that our resolve is being tested. Our resolve is being tested as far as Ukraine is concerned, resolve is being tested with Russian hybrid warfare, and our job is to stop and to respond.
I feel a sense of confidence, but I don’t think we can be complacent at all. We are facing a really testing period. Putin is not winning this war, but him not winning is not good enough for us yet.
And therefore what we do in the coming months, whether it is on sanctions, continuing to increase the pressure on Russia, whether it is the fiscal support for Ukraine, whether it’s defensive support for Ukraine, all of this really, really matters, and it matters morally, and it matters also to European security.”
Support for Ukraine over the coming winter is critical, EU ministers say
The four ministers are speaking now.
Poland’s Sikorski says he “regrets” that Europe “wasted” the first two years of the Russian invasion of Ukraine, and is only now “catching up” when it comes to rearmaments.
“By the end of the decade, we will have a combined army, even just around the Baltic and the Eastern flank, that Putin would be crazy to attack. But if that is our calendar, that would be too late for Ukraine,” he says.
He says it’s critical to sustain Ukraine through the coming winter.
Germany’s Wadephul says Europe is “more united than we were at the beginning of the war,” and “have more capabilities.”
“The winter will be challenging, but we know what to do.”
Over in Warsaw, Poland’s parliament speaker Włodzimierz Czarzasty is beginning his opening speech telling the audience that Europe is “at the turning point” of “civilisational” significance.
Addressing the Warsaw Security Forum, he says “for those who have any doubts that the president of the Russian Federation is a murderer and aggressor, and Ukraine is a victim.”
He says “it has to be said: there is no free Poland and free Europe, without a free Ukraine.”
Just as he says it, Poland issues a (now fairly routine) emergency alert to residents of a south-eastern region neighbouring Ukraine, putting them on high alert because of Russian strikes across the border.
The foreign ministers of Britain, Germany, Poland and Norway should be up on the main stage shortly.

Morning opening: Two ships hit by drones off Bulgarian coast

Drones of unknown origin struck two ships in the Black Sea off Bulgaria this morning, sinking one and prompting emergency rescue operations, the country’s prime minister Rumen Radev said.
Only one person was rescued from the sunken vessel, and 15 people were picked up from the other one.
The attack comes exactly a week after a similar incident in which one ship sank with its crew on board, and the other one was evacuated, with 18 people rescued.
PM Radev said the attacks were “absolutely unacceptable,” and said he would seek assistance from Nato and the European Union.
He said that while there is no “clear and conclusive evidence to attribute responsibility” yet, “the logic suggests that the outcome benefits the Russian Federation.”
The European Commission president, Ursula von der Leyen, said “the Black Sea has become another front of escalation of the Russian war in Ukraine.”
“This is unacceptable. I strongly condemn the drone attacks on merchant ships near Bulgaria’s coast. Putting the lives of the crew in grave danger and threatening security in the Black Sea. We stand with Bulgaria and thank its rescuers for their swift response. Those responsible should be held accountable.”
The incident comes amid growing fears about Russia’s war against Ukraine and as several European foreign ministers meet at the Warsaw Security Forum in Poland, including Britain’s Ed Miliband, Germany’s Johann Wadephul, and Ukraine’s Andrii Sybiha.
