June 30 (UPI) — Speaker of the House Mike Johnson canceled votes on major bills and sent lawmakers home early Tuesday for a long recess after a group of Republicans refused to move forward on business over the SAVE America Act and other matters.
On Tuesday, the House voted 224-198, with 14 Republicans voting with Democrats, against a measure setting up further votes this week, Politico reported. Some House Republicans were also absent.
The vote froze matters including the annual Pentagon policy bill and annual appropriations bills before a recess planned for the holiday. By later Tuesday, Johnson conceded that he could not regain control and sent House members home. The House is not expected to return until mid-July.
Johnson and others have said that neither the House nor the Senate has the votes to pass the SAVE America Act in its current form. The controversial bill would require voters to prove their citizenship before they register to vote, and critics say the controversial act could disenfranchise millions of Americans.
However, some Republicans, including Rep. Anna Paulina Luna, R-Fla., who led the revolt Tuesday, have demanded leaders change congressional policies to push the bill through, CNN reported. However, Congress likely doesn’t have the votes to make those changes either.
CNN reported Tuesday that Johnson was visibly frustrated by the impasse.
“We have the smallest margin in U.S. history. We’re nearing an election,” he said. “People get very emotional about things, and sometimes they make irrational decisions.”
Luna, however, said that she’s being singled out because “I know procedure.”
“I’m not stupid,” she said Tuesday. “I’m going to fight on the behalf of the American people.”
President Donald Trump has called the SAVE America Act his greatest priority, saying Monday that he considered a landmark housing bill passed overwhelmingly by the House and Senate “a yawn” compared to the act. He’s said he will not sign it until the SAVE act passes.
Some House Republicans didn’t vote for the procedural measure Tuesday because of other concerns, including demands to vote on an immigration bill before recess. It’s the second week in a row that Republican leaders have had to throw out their agenda.
Rep. Jim McGovern, D-Mass., said on the House floor Tuesday that the situation is “unhinged,” Politico reported.
“What on earth are we doing here?” McGovern said. “Every week, wondering if someone’s going to throw a fit, if Donald Trump is going to post something crazy and blow everything up, if Mike Johnson is going to bring something to the floor when he doesn’t have the votes.”
Republican Rep.Thomas Massie, who lost his primary bid to someone Trump endorsed, said frustrations are emerging in part because some Republicans have nothing left to lose, CNN reported.
“I think people are past their primaries and are getting restless,” Massie said. “There are people who normally wouldn’t vote against the rule and are doing it.”
