July 26 (UPI) — White House border czar Tom Homan said Sunday that Immigration and Customs Enforcement’s vetting process was under review amid allegations that the agent involved in a fatal shooting in Maine may have had a criminal background that should have barred him from the agency.

Homan made the comments during an appearance on CNN’s State of the Union. The host of the morning talk show, Dana Bash, showed Homan court documents indicating that the officer, whose name officials haven’t revealed, “was accused of abuse by two ex-wives.” A judge had ordered the man to forfeit any firearms in his possession.

Homan said the allegations raised questions about whether ICE was properly vetting employees.

“If those are facts, I don’t think he should ever have cleared vetting,” Homan said. “How did the vetting process fail? Was that information not available? Did they not know? So, there’s a separate administrative investigation on what happened here.”

One of the ex-wives, Ashley Brouillette, publicly identified her David Brouillette as the ICE agent who fatally shot Joan Sebastian Guerrero during an attempted traffic stop July 13. The Department of Homeland Security said the officer was “fearing for public safety” when he opened fire.

Guerrero was a Colombian national who was legally allowed to live and work in the United States. He was not the subject of the removal warrant ICE was acting upon when they tried to perform a traffic stop on Guerrero. Security footage of the scene obtained by Newsweek showed Guerrero’s vehicle traveling through an intersection after the officer fired five shots. Officers can then be seen pulling him from the vehicle, handcuffing him, then providing medical aid.

The officers involved were not wearing body cameras at the time of the incident, prompting criticism.

Ashley Brouillette said her ex-husband reached out to her after the shooting and asked her to vouch for his character.

“He asked me to basically talk good in his character, not to talk bad about him,” she told NPR on July 17. “And if I couldn’t not talk bad about him, then just not to talk at all to anybody. And I told him that I was not going to lie for him. He asked me not to talk about the abuse in our marriage. And I told him again I was not going to lie for him.”
