The dispute between FIFA and UEFA has escalated into a legal battle, with world football’s governing body accusing its European counterpart of running a “misinformation campaign” against president Gianni Infantino.

At the centre of the row is an abandoned investment proposal called FIFA Forward Enterprise (FFE), which would have transferred commercial rights linked to the World Cup and other FIFA competitions into a new company backed partly by private investors.

UEFA has questioned how the proposal was developed, how the rights were valued and whether proper governance procedures were followed. FIFA, in response, has rejected the allegations and is now arguing that UEFA’s legal action is being used to influence Infantino’s bid for re-election in March 2027.

Here is what the dispute is about.

What is the FIFA Forward Enterprise?

FIFA Forward Enterprise was a proposed commercial vehicle through which private investors could acquire a stake in the commercial rights connected to FIFA competitions, including the World Cup.

According to documents cited by Reuters, investors were expected to pay around $4.2 billion for a stake, with the equity value of the proposed company put at approximately $20 billion. UEFA argued that this represented an undervaluation of FIFA’s commercial assets.

The proposal was ultimately abandoned in July after opposition from several continental confederations, including UEFA, CONCACAF and the Asian Football Confederation. A major point of contention was the way the project had been developed and the extent to which FIFA’s wider football stakeholders had been consulted.

Why did UEFA object?

UEFA’s concerns go beyond the existence of private investment itself.

The European governing body has alleged that Infantino developed the FFE proposal with a small group of advisers and potential investors, without sufficiently consulting the FIFA Council, the confederations or FIFA’s member associations.

UEFA has also questioned the financial terms. Its legal filing claimed that the proposed $20 billion valuation significantly undervalued FIFA’s commercial rights and alleged that the process did not involve an open auction or an independent valuation.

The organisation has gone as far as accusing Infantino of “criminal mismanagement” and alleging that the proposed valuation could have benefited him personally. Those are UEFA’s allegations, not established findings against Infantino.

UEFA subsequently sought permission from US courts to obtain documents and testimony that it says could be used in a potential criminal complaint in Switzerland.

What is FIFA’s response?

FIFA has strongly rejected UEFA’s allegations.

In a filing before the US District Court for the Southern District of Florida, FIFA described UEFA’s submission as containing “numerous false or misleading statements” about both the organisation and Infantino.

FIFA specifically rejected the suggestion that Infantino sought personal financial gain from the FFE proposal, arguing that the project would have required approval from FIFA’s member associations and FIFA Council and would have remained subject to their oversight.

FIFA also disputes UEFA’s interpretation of the $20 billion figure.

$20bn vs $30bn: why the valuation matters

One of the more technical parts of the dispute concerns the difference between “equity value” and “enterprise value”.

UEFA has focused on the approximately $20 billion equity valuation of FFE. FIFA argues that this figure should not be treated as the complete value of the proposed business.

According to FIFA’s court filing, the $20 billion represented the initial equity value, while the total enterprise value of FFE was “well over $30 billion”.

In other words, FIFA says UEFA is comparing two different financial measures and therefore presenting the proposed deal as significantly cheaper than it actually was.

That disagreement over valuation is now one of the central issues in the legal dispute.

Why is the US court involved?

This is where the dispute becomes slightly complicated.

UEFA is a European football organisation and its concerns ultimately involve a potential criminal complaint in Switzerland. However, some of the FIFA entities and operations relevant to the evidence UEFA wants are based in the United States.

UEFA therefore approached US courts seeking permission to obtain documents and testimony that could potentially be used in its planned legal action.

FIFA is opposing that request and has asked the Florida court to reject UEFA’s attempt to obtain the material.

So, at this stage, the US proceedings are largely about whether UEFA can obtain evidence. They are not a court ruling that Infantino committed the alleged wrongdoing.

Why is FIFA talking about a ‘misinformation campaign’?

This is the latest escalation.

FIFA’s legal response argues that UEFA’s allegations are not simply an attempt to investigate the FFE proposal but form part of a broader effort to damage Infantino shortly before the FIFA presidential election.

FIFA says UEFA’s court applications were filed “just before FIFA’s election” and accuses the European body of spreading misinformation about Infantino.

Its lawyers have also described UEFA’s conduct as being carried out in “bad faith” and “for the purpose of harassment”.

Those are FIFA’s characterisations. UEFA has not accepted them and declined to comment on the latest FIFA filing, according to Reuters.

Why does the timing matter?

The dispute comes as Infantino prepares to seek another term as FIFA president.

FIFA has confirmed that Infantino will stand for re-election at the presidential election in March 2027. The controversy over FFE has therefore become intertwined with the wider question of FIFA’s leadership and governance.

UEFA has withdrawn its support for Infantino, while several football stakeholders have called for changes to the way FIFA makes major strategic and commercial decisions.

FIFA’s latest court filing is consequently significant not only because of the FFE dispute but because it directly links UEFA’s legal action to the forthcoming election.

What happened to the FFE plan?

The proposal is no longer going ahead.

The project was abandoned in July following opposition from several confederations. The backlash centred largely on governance and consultation, rather than simply on the idea of raising money through outside investment.

The collapse of FFE, however, did not end the argument.

Instead, it shifted the dispute towards three bigger questions: how FIFA should make major commercial decisions, how much power the president should have over such projects, and whether FIFA’s financial resources already provide enough room to increase funding for football development.

FIFA’s money has become another point of disagreement

The FFE controversy has also led to a separate argument over FIFA’s reserves.

UEFA and CONCACAF recently called for FIFA to distribute an additional $2.1 billion among its 211 member associations, arguing that FIFA’s projected reserves could reach around $6 billion by the end of 2026.

Their proposal would see each member association receive at least $10 million during the 2027-30 cycle.

Infantino has now backed an assessment of how much additional funding FIFA can responsibly distribute, with the matter due to go through FIFA’s formal governance process.

He has maintained that the abandoned FFE proposal was intended to generate additional money for football rather than replace funding that FIFA could already provide from its reserves.

Is this really about Infantino or about FIFA’s governance?

That is one of the bigger questions emerging from the dispute.

The immediate disagreement is over a failed commercial investment plan. But the arguments from UEFA and other European stakeholders have increasingly focused on how FIFA makes decisions.

European football leagues have called for broader FIFA reforms, including greater stakeholder involvement and clearer separation between FIFA’s commercial and regulatory functions.

Infantino has responded by proposing an independent review of FIFA’s governance framework and decision-making processes for major strategic initiatives.

That means the FFE dispute has developed into a much wider argument about who should have influence over FIFA’s most important decisions.

What happens next?

The immediate battle is likely to continue in the US courts over UEFA’s request for documents and testimony.

At the same time, the FIFA presidential election will bring the dispute into sharper focus. Infantino is seeking another term, while UEFA and other stakeholders continue to press for greater scrutiny of FIFA’s governance.

For now, neither side’s most serious allegations should be treated as established fact. UEFA is pursuing evidence over its allegations concerning FFE, while FIFA is arguing that those allegations are misleading and politically motivated.

What began as a proposed $4.2 billion private investment in FIFA’s commercial rights has therefore become a much broader fight over money, transparency, governance and control of world football – with the 2027 FIFA presidential election looming in the background.
