The UEFA-FIFA dispute has entered a fresh and more serious phase after European football officials met in Monaco and demanded fundamental changes to the way world football’s governing body is run.

The meeting, held alongside the 2026/27 UEFA club competition draws on Thursday (AUgust 27), brought together representatives serving on the UEFA Executive Committee, European FIFA Council members and presidents of European national associations. The discussions focused on the fallout from FIFA President Gianni Infantino’s abandoned FIFA Forward Enterprise (FFE) plan.

UEFA’s assessment of the episode was severe, describing the proposal as exposing “a profound failure of judgement, an abuse of presidential power and a conception of leadership incompatible with the duties of the highest office in world football.”

European football has consistently rejected the idea of private investors acquiring interests in FIFA competitions. In July, UEFA and its 55 national associations declared: “The World Cup cannot be treated as an investment product.”

The organisation also argued that the proposed structure could fundamentally alter the relationship between football and commercial investors.

“Football cannot mortgage its future for financial gain,” UEFA said in its earlier statement, adding: “No one has the moral authority to sell what they merely hold in trust for the next generation.”

Although FIFA has now confirmed in writing that FFE has been “irrevocably and permanently withdrawn” and “will not re-appear in any other shape, construction, name or form”, UEFA insists that the controversy cannot simply end with the proposal being abandoned.

The next demand is an independent external investigation. UEFA wants full access to documents, communications and decision-making records linked to FFE, arguing: “FIFA cannot investigate itself and expect the football community simply to accept its conclusions.”

UEFA has also questioned why outside investment was necessary when FIFA has billions of dollars in reserves. The organisation says it will work with other confederations to explore using part of those reserves for member associations while maintaining FIFA’s financial stability.

The immediate boycott threat has meanwhile been suspended provisionally. UEFA said European participation in FIFA competitions, including the Women’s U20 World Cup, U17 World Cup and Women’s U17 World Cup, can continue after FIFA provided the required assurances.

“The abandonment of FFE does not erase the deception, intimidation and abuse of power that made it possible,” the statement said.

And its broader position remains unequivocal: “Whether it is the World Cup or an Under-15 tournament, FIFA’s competitions are not for sale. Neither is the governance of our game.”

The dispute has now moved beyond football politics. UEFA has also sought documents in the United States as it considers possible legal proceedings in Switzerland concerning Infantino and other FIFA officials.
